Basmati rice is very aromatic compared to plain white rice. It has a nutty flavor and aroma, it is hard to describe.

The grains cook up longer then long grain white rice, and somewhat thinner. Basmati also has less carbs and starch, ounce by ounce, than regular white rice. As a result, it sticks less when cooked.

I am sure you could substitue white rice – but if the recipe was formulated for basmati, the flavor will be missing something.
